The report provides for new roads as part of the 2040 urban transport plan that requires the removal of gaps in the city's pedestrian and bicycle network as well as improvements to the False Creek bridges.

According to the report, the Granville Bridge car lanes are significantly less used.

– The bridge is designed to connect high-speed highways that have never been built. As a result, the bridge has a significant surplus of road vehicles; even if each of the streets that fed the bridge was complete, the bridge itself would be fairly empty, "the report said.

"It carries a similar volume of traffic to the Bourrade Bridge, which has half the number of vehicle bands."

The report calls Granville Bridge "one of the most obvious barriers in Vancouver's pedestrian and bicycle networks," and says years of work have already tried to determine how to improve it.

He argues that the central strip design is the most cost-effective solution, has the least impact on car travel time and avoids problems with the bridge ramps and the Granville contours at the northern end of the bridge.

The plan would also connect to the now-built Arubutus Greenway, linking it to the central bicycle network.

The report also refers to a previously proposed lift between Granville Island and the bridge deck. This elevator is currently being evaluated in a feasibility study related to the Granville 2040 Island Plan.

The report provides for a consultation process that will last until the summer, with a more specific plan to be submitted to the Council by July.
