As soon as cellular electronic signatures in Lithuania must be in great demand. The major commercial banks in the country have announced that, starting next fall, e-banking customers will no longer be able to use code cards because of security requirements. They have to choose other forms of connection, and most recently they are called cellular signatures, which only require the purchase of a special SIM card – there is no special code scanner or program installed on the computer.
Go shadow, then give a recommendation
Two state-owned centers that provide certification services for eligible electronic signatures – the Registration Center and then the Population Register Service under the Ministry of Internal Affairs – were established in 2008. Certificates since 2005 also provide private companies Digital Certification Centers.
However, the Certificate for Cellular Signatures, which the Communication Regulatory Authority oversees this market as the fastest growing service, is provided only by the Registration Center Certification Center. The four cellular telephone operators, Teledema, Tele2, Bitė Lietuva and Telia Lietuva, distributed their certificates with a SIM card.

The formation of the council has raised doubts
However, last year, people who were openly accused of possible escape decisions were based on the Government's decision to change the subordination of the Registration Center – to divert companies from the Ministry of Justice under the auspices of the Ministry of Justice to Rokas Masiulis, Ministry of Transport and Communication.

Although the Digital Certification Center has questioned the decision of the Communication Regulatory Authority and is still filing lawsuits, its customers, after phoning the Communication Regulatory Authority to choose a new service provider, are flooded in the Registration Center. This through its suppliers, EmeSolution, the company mentioned earlier, has ordered additional e-mail. Signature service (USB storage) is required.
However, the new Center Registration Center on March 3 made a decision about the possibility of blurred purchases to stop the agreement with EmeSolution and recommend the Registrar Center to look for alternative suppliers which, apparently, were completely absent. As a result, users of the Registration Center, users of cellular electronic signatures, are required to exchange SIM cards and thus receive certification of new quality electronic signatures that meet their requirements.

Estonia's ID SK solution cannot be called a new player on the Lithuanian market. It was licensed by the cellphone company Omnitel (now Telia Lietuva) for cellular sign-certification services in Lithuania in 2005-2015, only then called "Sertifitseerimiskeskus".

What is the shareholder of this Estonian company? After 25 percent SK ID Solutions shares are managed by the SEB and Swedbank headquarters. Another 50 percent have a subsidiary of the Swedish telecommunications company Telia in Estonia.
In the Telia company, only in the Lithuanian branch, which at that time was called Omnitel, ten years ago, the current Chairperson of the Central Registrant Council E.Vaišvilas, who had served as Director of General Affairs, worked for more than 10 years – thus, he is one of the leaders.

Kalevas Pihlas, head of ID ID Solutions, also claimed that he did not seek matches between Lithuanian officials.
"We hire legal counsel, but this is a private law firm, and, to our knowledge, has no relationship with government officials," he said.
Speaking with the LRT Investigation Division, the Minister of Transportation and Communication, who was appointed by the head of the Center for Registration, E. Vaisvilas, said that it was very doubtful whether the previous relationship between Vaira Vysvilis and Telia could influence the current decision.

The Minister of Transportation also explained that the former director of the Center of Register was responsible for the loss of cellular signatures. All decisions are made before the start of the new Council.

Business is interesting
However, it is clear that the Registration Center has so far provided cellular registration services to heavy equipment market players.
In the spring of last year, the Confederation of Lithuanian Business (LVK) and its president, Valdas Sutkus, joined the largest Lithuanian business company, as well as banks and communication companies, which approached the Ministry of Justice and Government at the Registration Center. Public authorities were informed that moving sign-certification services must be forwarded to private businesses.
"We raise the issue that might be needed to continue this service to the market. We say that commercial services need to be given to businesses. And state companies should not seek profits if they provide monopoly services," V. Sutkus told the LRT Investigation Department.
Asked what caused the appeal, he argued that the problem was raised by LVK members.
"They see that electronic signatures are not functioning properly, which raises questions – why. S.Urbanavicius, head of the Center Register, was asked if he did not try to find out whether the SK ID Solution did not use its relationship with its shareholders, as well as the Registration Center employees, to achieve its objectives, stating that "sufficient time elapsed from the Registration Center", became difficult to answer this question.
"As we know, an audit is carried out at the Ministry of Transport and Communication, which will definitely identify the damage that has been identified, and, of course, after the audit findings, I think there must be another assessment – for damage and legal responsibility," he explained.
Money will leave Lithuania
However, S.Urbanavicius acknowledged that, after switching to the Estonian ID ID Solution company, most of the telecommunications operators, the money that previously existed in Lithuania would be taken there.
"On the one hand, we do not have very high income, an important part of income compared to other activities carried out by the Registering Center, but, of course, in the sense of reputation, very serious damage has been done," he said.
The Registration Center shows that last year his income from providing electronic signature services amounted to 190 thousand. euro In the first 10 months of this year, this income reached 110 thousand. The following year may be lower, because it will be transferred to an Estonian company controlled by Scandinavian banks.
At the end of the Registrant Center Center Certification Center, M. Žaliukas stated that more money could be generated from Lithuania's cellular signature operations which had become true Lithuania.
