EMUI is a user interface designed by Huawei that runs on the Android system. In this case, EMUI 10 runs on Android Q, and the beta released at the Huawei Developers Conference even had some features not yet found in the Android Q beta for the Google Pixel phone series.
It will work on the future Mate 30 and Mate 30 Pro, although there is speculation that the Mate 30 Lite may work with Huawei's new HarmonyOS operating system if the US government bans them from using products from US companies,
Android Q will be on the list of phones listed below, starting with the P30 series (as a beta) on September 8th. This way, these phones will no doubt receive the improved user interface of EMUI 10.
However, Google may not be finalizing Android Q, which is the basis of EMUI 10, until near the launch of Pixel phones in early October, so it will probably take longer before it starts to develop properly.

This update should reassure those concerned about the Huawei war with the US government and access to Google software. At the moment, the tension seems to be diminishing, although so far there have been many twists and turns in this scandal.
