At a meeting on May 6, the Standing Committee of the Ho Chi Minh City Party Committee made initial conclusions about the incident. At the meeting, the HCM City Party Committee also stated that if the Standing Committee of the City Party was not on time, not asking for the cancellation of the transfer contract would cause major and serious damage to the city.

In the opposite direction, on December 1, 2014, the Ho Chi Minh City People's Committee and Joint Investment Construction Company Dai Quang Minh officially signed the BT project contract 4 main road Thu Thiem new urban area.

Previously, the two parties signed BT contracts to start construction in February 2014, which will be completed in 2017 (after 36 months of development). However, until now, roads have not been completed due to lack of land construction.

In particular, in November 2013, the Dai Quang Minh Company signed a BT contract with the Ho Chi Minh City People's Committee. This contract was signed by Mr. Tat Thanh Cang representative of the City People's Committee and labeled "secret".

To pay for contracts of more than 12 trillion dong, HCM City People's Committee has paid Dai Quang Minh 79 hectares of land in Thu Thiem (Thu Thiem and An Loi Dong) to build a real estate project. Calculate the land price of only around 15 million m2.

Remarkably, payment by land to investors is carried out at the same time, not waiting until the completion of 4 roads in Thu Thiem a new urban area.

The four main routes include arc-shaped highways (3 km), central lakes (3 km), Saigon River (3 km), delta roads through southern ecological forests (2.5 km) with a total length of 11.9 km, including 10 bridges including two viaducts (1.8 km).

The four routes have 11-55m cross sections, for 2-4-6 traffic lanes. In particular, the largest is the boulevard boulevard for circulation of 6 lanes, a cross-sectional area of ​​55 m. The total project investment is more than 12 trillion, including reserve costs due to inflation and bank interest.

About 4 routes in Thu Thiem new urban areas, construction of 1 km of roads, people are not surprised because up to 1,000 billion / km. These roads are known as "the most expensive roads in the world" and voters in District 2 have questioned the National Assembly about this "terrible" price.

In comparison, the investment of 4 roads above is many times higher than Ho Chi Minh City – Long Thanh – Dau Giay toll road, HCM City – Trung Luong or Ben Luc – Long Thanh. Worth mentioning, investors do not have to pay permit fees.

The first toll road south of HCM City – Trung Luong, 62km long with 6 lanes, with a total investment of more than 9,800 billion VND, which will be opened in 2010. The investment capital is around 160 billion VND / km.

In February 2015, Ho Chi Minh City – Long Thanh – the Dau Giay toll road will be 55 km long. The total cost of high-speed investment is considered the most beautiful in Vietnam of more than 20,600 billion. Investment costs of more than 370 billion VND / km.

Vietnam Expressway Corporation (VEC) began construction of the 57.1km Ben Luc – Long Thanh toll road project, passing Long An (2.7km), Ho Chi Minh City (26.4km) and Dong Nai (28km).

The total project initial investment is 31,320 billion USD (equivalent to 1.6 billion USD). At that time, public opinion was also surprising because the investment cost for building this 1km high speed was 25.8 million (more than 550 billion), about 3 times higher than the first high-speed HCM City – Trung Luong. However, compared to sugar investments in Thu Thiem, new urban areas are still cheap.
